Sergeant Kendra Pacelli is innocent, but that doesn't matter to the repressive government pursuing her. Mistakes might be made, but they are never acknowledged, especially when billions of embezzled dollars earned from illegal weapons sales are at stake. But where does one run when all Earth and most settled planets are under the aegis of one government? Answer: The Freehold of Grainne. There, one may seek asylum and build a new life in a society that doesn't track its residents every move, which is just what Pacelli has done. But now things are about to go royally to hell. Because Earth's government has found out where she is, and they want her back. Or dead.

Great military SF, with a lot of charcter development as well.

A Libertarian manifesto, a sympathetic look at the pros and cons of sex work, a study in military game theory, a sympathetic and honest look at the resistance fighter perspective, with well rendered characters to provide amazing heart to a kick-ass story. My only complaint is that this story should have been a trilogy so we could spend more time exploring all of the wonderful people, places and ideas.

The first half of the book is pure joy. A woman from a dull statist society comes to a frontier planet, and learns to be herself, finds friends, discovers her sexuality and pride. It reads like a breath of fresh air. The second half is regular military SF, OK but not great. Unfortunately the second book in the same universe is pure military stuff :( Mr Williamson! You are wasting your talent on boom-boom stuff, please, write about people.
